Who Are We
SANRAL (South African National Roads Agency) is an independent parastatal responsible for managing, maintaining, and developing South Africa’s national road network. Operating within SANRAL, SAPOT oversees the statutory control department, ensuring compliance and safety across our roadways.

Statutory Control

Established in May 2020 under the leadership of Mr. Lindelani Tsanwani, with supervision by Mr. Thabo James, the statutory control department manages applications related to land use under SANRAL’s jurisdiction. We focus on developments, access, services, traffic studies, land acquisition, signage, and outdoor advertisement to ensure safety and order.



Our Objective

Our primary goal is to manage land, properties, and roads to minimize chaos and accidents. We work closely with Routine Road Maintenance (RRM) to ensure the SANRAL network is well-equipped, accessible, and safe for all road users.

  • Developments: Townships, filling stations, retail centers.
  • Services: Telecommunications, electrical, waterworks.
  • Town Planning: Sub-division, rezoning, consolidation, building line relaxation.
  • Outdoor Advertising: Billboards, advertisements visible on national roads.
  • Events: Road races, rallies.
  • Third Party Claims: Accidents and other claims related to the national road.
  • Accesses: Entry and exit points on national roads.
  • Signage: Public and private tourism, local directional signs.

Application Process

The statutory control application process is guided by a checklist of mandatory documents, referred to as Table A: Mandatory Annexures for all types of Applications.

Steps:

  1. Submit all necessary annexures along with the Statutory Control Management System Forms.
  2. Await a response from SANRAL, expected within 0 to 3 months (90 working days).
  3. Note that submission does not guarantee approval; SANRAL prioritizes safety and compliance.

Correspondence Letters:

  • Approval Letter: Indicates application approval with no foreseeable risks.
  • Rejection Letter: Issued when an application does not meet SANRAL’s standards.
  • Defective Letter: Issued when an application has missing documents.
  • Transgression Letter: Sent to individuals who have unlawfully built structures or taken actions adjacent to the national road.
